Vide PUC-I, Principal ITI, Hisar has sent the minutes of meeting held under the Chairmanship of worthy DIT with the officers of Women & Child Development Department on 7.2.2013 wherein it has been requested to impart training to inmates of Observation Home under SDI scheme based on MES and Adolescent Girls of SABLA scheme alongwith the sample of certificate to be provided to AGs in collaboration with Industrial Training Department and Women & Child Development Department. The matter regarding training of inmates of Observation Homes has already been dealt on another file.

It is submitted that vide DGE&T letter dated 22.3.2011, operational guidelines for the Implementation of Rajiv Gandhi Scheme for Empowerment of AGs (RGSEAG)- SABLA launched by Ministry of Women & Child Development, GoI, was sent and it was informed that under Vocational Training component of SABLA scheme through National Skill development Programme (NSDP) of Ministry of Labour & Employment convergence with the Institution of Modular Employable Skills (MES) under SDI scheme would be used for vocational training of Adolescent Girls(AGs).

It is also submitted that as per the clause 15 of Operational Guidelines for implementation of RGSEAG-SABLA scheme “Sabla is a centrally sponsored scheme, implemented through State Governments/ UTs. The Ministry of Women & Child Development will be responsible for budgetary control and administration of the scheme from the Centre. At the State/ UT level, the Secretary of the Department of Women & Child Development / Social Welfare dealing with ICDS will be responsible for the overall direction and implementation of the scheme alongwith Director and other officers.” SDI Scheme based on MES is 100% funded by GOI and certificates are being awarded by NCVT/ DGE&T GOI to successful trainees trained after following the complete norms of this scheme. It is no where mentioned in the guidelines of SABLA scheme sent by DGE&T that certificates to Adolescent Girls are to be awarded at the District Level or in collaboration with Industrial Training Department and Women & Child Development Department. It is also directed in by DGE&T vide letter dated 22.3.2011 to take action for vocational training component of SABLA scheme w.r.t. MES courses under SDI scheme. Therefore, it is cleared that training to AGs was to be provided as per norms of SDI scheme. The then worthy FCIT on N/P-3 has ordered that Women & Child Development Department may be advised to either contact the Principals of ITIs located at district Headquarter for the skill development courses for the Adolescent Girls or they may develop the require infrastructure as per DGE&T guidelines for short-term courses at their level. Implementation Manual (SDI Scheme) comprising of modules, duration and fee structure provided by DGE&T, GOI was also sent to Woman & Child Development. Further D.O letter received from Director General, Woman & Child Development and Special Secretary to Govt. of Haryana and Managing Director, Haryana Woman Development Corporation vide which it was informed that RJSEAG – SABLA scheme has been implemented in Six Districts namely Kaithal, Hisar, Rohtak, Rewari, Ambala & Yamuna Nagar in response to which Nodal Officers of these Six Districts were directed to extend full support and cooperation to impart training to AGs as per norms under SDI Scheme in the registered VTPs. Accordingly, Principals of GITIs Kaithal, Hisar, Rohtak, Rewari, Ambala and YamunaNagar were directed to register the AGs for training at respective Vocational Training Providers(VTP) and to extend full support & co-operation to the representative/ project officer of Women Child Development & Development Department. It is further submitted that a joint meeting of Women Child Development & Development Department and Industrial Training Department was held on 18.01.2012...
